County Chair reform effort gains support of Rules commitee

Though a platform plank to allow a county executive committee to select its own county chairman failed in the platform committee, there's still hope for reform.

The Republican Party of Texas Convention's Temporary Rules Committee approved a rule allowing a county executive committee to request the State Republican Executive Committee (SREC) officials committee to investigate whether a county chair has abandoned the office due to "moral turpitude."

"I think it gives you the ammo you need," said committee member Dan McDonald, a former Travis County GOP Secretary and now Hays County GOP Secretary.

According to McDonald, the proposed rule -- subject to the delegation and future action by the permanent rules committee and SREC -- reads as follows:

County Chairman Abandonment of Office -- A County Chairman may be deemed to have abandoned the office by failing to perform statutory duties, failing to attend four (4) consecutive County Executive Committee Meetings, embezzling County Executive Committee funds, being convicted of election fraud, or other behavior designed to disgrace the Republican Party. A written demand signed by at least a majority of the Precinct Chairmen of a County Executive Committee shall be forwarded to the Officials Committee of the State Republican Executive Committee. If the Officials Committee finds that the complaint has merit, the Officials Committee shall conduct a hearing on the conduct of the County Chairman and shall forward a recommendation to the State Chairman for consideration under Texas Election Code section 171.029(c).
While county chairmen in both parties have sometimes used their existing authority to re-start county parties with absentee officials before, this rule seeks to give recourse to counties with obstinate or otherwise uncooperative chairmen.

  1. I really liked this until i read this: " or other behavior designed to disgrace the Republican Party". Can this ever be more subjective? By what standard do you measure. Surely, with this language, if followed at the national level, we could have the "presumptive nominee" removed- much to the joy of many. When a party brings in new voters... the goal should be to focus on the party platform/plank and ensure that does not reinvent the Party. There will always be the odd duck that gets into an organization, focusing on primary objectives or personalities is always the best.

      Glad you are there. It astounds me the Ethics Commission expects one person to put them self and their family in harms way to rat on an elected official or county chair who has resources at their disposal. Who would put themselves, family, and livelihood in harms way? To be stalked? Hunted? Harmed? Robbed? But, ethics reports are ridiculous and telling. Christmas parties as fundraisers? Precinct conventions at convicts houses?
      However, I am not clear this outline is this solution.
      Why is there no "Code of Conduct?" Why is there no proactive ethics document instead of a reactive document?
      We already have disciplinary processes via Roberts Rules.
