To summarize ...
A principal at JL Powers and Associates (a consulting firm with many connections to ACC) is the President of the Executive Committee of the college's Center for Public Policy and Political Studies, Robert Reyes. Hang on to that information for a second.
(As an aside, JL Powers and Associates has one of its own on the Pflugerville City Council, Jim McDonald -- who in turn donated a small sum of money to the PAC Pflugerville Pfriends 4 ACC.)
ACC's board chairman, John Hernandez, donated $6,000 to a mysterious PAC titled "ACC Works," which in turn gave $9,000 [total amount per filing -- ed.] to Pflugerville Pfriends 4 ACC.
Remember Robert Reyes above? His address on Octavia Drive in Pflugerville is the same listed for Pflugerville Pfriends 4 ACC and ACC Works.
All legal, we're certain. However this is the kind of collusion we often see in local government campaigns where a consulting firm wishes to maintain good relations with a taxpayer-funded entity and supports efforts to take even more of the taxpayers' money.
It's abundantly clear, then, which side is represented by the grassroots and which is designed only to increase a government jurisdiction's reach and revenue and, by extension, fund a consulting firm.

In the interests of transparency:
1. Douglas Gibbins and Mitch Fuller, both candidates for ACC Board of Trustees, are listed as team members for JL Powers and Associates. We have endorsed Gibbins.)
2. The Tracker has previously recommended voters reject the ACC Annexation of Pflugerville.
